Expert questions government as Liverpool ‘hold the cards’ in £300m talks
Liverpool and their elite Premier League allies will “deflect and delay” financial distribution as they are “not worried” about the threat of independent regulator.
That is the opinion of finance expert Dr Dan Plumley, who spoke exclusively to Football Insider about the ongoing talks over broadcast distribution between the Premier League and the EFL.
The two governing bodies have been locked in negotiations for over a month, with the EFL wanting a £300million cut of the top-flight broadcasting money.
The Premier League refuse to budge in negotiations despite the looming threat of a government-led independent regulator resolving the issue if they can’t find an agreement.
That government white paper now looks inevitable with talks stalling.
The idea of a government-backed regulator has been criticised by Martin Samuel, who raised concerns about who will be appointed to lead the regulation.

Plumley also raises questions over how Premier League regulation would shape up and whether it would have the “appetite” to tackle the problems at hand.
“This is the sticking point for the whole situation,” Plumley told Football Insider.
“How much appetite and power do the government actually have to come and regulate elite football clubs.
“The questions have always been how they are going to regulate it and bring elite clubs under control.
“If there is an answer to that then it could be a big problem for the big clubs but at the moment they’re not worried about it at all.
“They’ll look to deflect and delay whenever possible.
“So while there are some great ideas in independent regulation, we are yet to see exactly what it looks like and how it will be implemented.
“As it stands the Premier League and its elite clubs hold the cards.“
